Welcome to CIPHER – an innovative project set to reshape the resilience of Europe’s critical infrastructure. This groundbreaking initiative, co-funded by the European Union’s Digital Europe Programme, aims to fortify the security and information assurance of essential sectors. CIPHER contributes directly to the EU’s Cybersecurity Strategy for the Digital Decade by fostering technological sovereignty and leadership in the global cybersecurity landscape.

CIPHER focuses on pre-emptive security, preparedness, and holistic resilience. Over the course of 36 months, the project will develop a collaborative, standardized, and available-as-a-service testing facility. This experimentation laboratory is designed to qualify security strategies and enablers, ensuring that essential service providers can validate their defences against evolving threats before they materialize.

Our mission includes building a robust ecosystem connecting solution providers, essential service operators, and external auditors to implement efficient and compliant security measures (NIS2, DORA). CIPHER adopts a demanding evaluation strategy, validating its platform through three internal pilots in the Telecommunications, Logistics, and Water sectors, while expanding its impact through Open Calls for third-party demonstrators.
