In CIPHER, AQUATIM S.A. contributes as a critical infrastructure operator and pilot partner, bringing a real operational use case from the water and wastewater sector. AQUATIM is involved across several Work Packages, with a key role in the Water Utility pilot, use case definition, operational validation and feedback from real IT, OT and SCADA environments.
Through its contribution, AQUATIM helps the consortium assess how CIPHER’s cybersecurity solutions can be applied to distributed infrastructure, SCADA-based monitoring and the continuity of essential public services.
Meet the faces behind the project

Sebastian Țvein is Project Manager for AQUATIM in CIPHER and coordinates the company’s contribution to the project. As Head of the Digitalization Department, he supports the alignment between the project objectives, AQUATIM’s digital transformation direction and the operational needs of the organization.
His role focuses on project coordination, internal alignment, pilot preparation and ensuring that the CIPHER activities remain relevant for AQUATIM’s IT, OT and cybersecurity priorities.

Ionel Drăghici contributes to CIPHER as SCADA Expert for AQUATIM. His work supports the technical understanding of the operational technology environment, including SCADA architecture, field equipment, process monitoring and communication flows.
He plays an important role in identifying relevant pilot scenarios and ensuring that the cybersecurity solutions developed in CIPHER are aligned with the realities of water infrastructure operations.

Mihai Belcescu contributes to CIPHER as IT Expert for AQUATIM. His role focuses on the IT infrastructure, cybersecurity context, system integration aspects and the interaction between IT and OT environments.
He supports the project by providing technical input on AQUATIM’s IT landscape and by contributing to the analysis of secure and realistic deployment options for the pilot activities.
